This report is part of the activities that are\nplanned for the implementation of the\nSupport to Social Partners (SSP) project,\nfunded by EU Office in Kosovo.\nSpecifically, the project contributes to\n\u201cdeveloping skills and knowledge of social\npartners in legislation drafting, legal\nresearch and analysis\u201d, \u201cstrengthen the\nadministrative and management capacities\nof social partners\u201d, \u201cstrengthen the\ncapacities of social partners in advocacy,\nlobbying and negotiations\u201d, and\n\u201cfacilitating the organizational reform of\nsocial partners\u201d.<\/p>\n
The report represents direct support to the\nwork of the Social and Economic Council\n(SEC), which legally is in charge of\nfacilitating tripartite social dialogue in the\ncountry. This report is the SSP project\ncontribution to feeding information\ncollected in the field to the discussions in\nSEC. Active secretarial support has also\nbeen provided to SEC, which combined\nwith digitalization of SEC materials, is\naimed at improving process management\nwithin this body.<\/p>\n
The project is streamlined with ongoing\nprocesses, and has taken into consideration\nall major events and programs taking place\nduring the implementation period. The\napproach of harmonizing all project\nactivities into ongoing processes of other\nactors is perceived to be the most adequate\nfor obtaining the most qualitative results. As\nsuch, some of the project activities are\ndependent on processes and stakeholder\ncooperation, and cannot be implemented\nwithout their participation.<\/p>\n
The purpose of this survey with the general population is to assess the following:<\/p>\n
The findings from this research should be\nused by members of the Social Economic\nCouncil and the Ministry of Labour and\nSocial Welfare as citizen feedback on\npriority policies and reliable information to\nbe used for decision-making. Hence,\ninstitutional representatives are the primary\naudience of this report, but other\nstakeholders such as social partners,\ninternational donor organizations, Kosovo\nParliament, political parties, Civil Society\nOrganization (CSO\u2019s), media, as well as the\ngeneral public, are also targeted with this\nreport. Given the scarcity of literature and\nresearch in the topics covered by the report,\nthe information presented herein can also be\nused by students and academia in their\nwork.<\/p>\n
