N\u00eb shum\u00eb vende, ky dialog \u00ebsht\u00eb baza p\u00ebr nd\u00ebrtimin e politikave t\u00eb pun\u00ebs q\u00eb adresojn\u00eb \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme si t\u00eb drejtat e pun\u00ebtor\u00ebve, barazia gjinore, siguria n\u00eb pun\u00eb dhe balanca mes pun\u00ebs dhe jet\u00ebs private.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">N\u00eb Kosov\u00eb, dialogu social ka ngecur. Mosfunksionimi i KES-it \u00ebsht\u00eb vet\u00ebm maja e nj\u00eb problemi m\u00eb t\u00eb thell\u00eb \u2013 mungesa e nj\u00eb dialogu dypal\u00ebsh t\u00eb mir\u00ebfillt\u00eb mes pun\u00ebdh\u00ebn\u00ebsve dhe pun\u00ebtor\u00ebve n\u00eb nivelin baz\u00eb t\u00eb nd\u00ebrmarrjeve dhe sektor\u00ebve. Pa k\u00ebt\u00eb baz\u00eb t\u00eb fort\u00eb, mekanizmat tripal\u00ebsh, si\u00e7 \u00ebsht\u00eb KES-i, mbeten formale dhe pa ndikim real n\u00eb zgjidhjen e problemeve t\u00eb tregut t\u00eb pun\u00ebs. Kjo situat\u00eb ka krijuar nj\u00eb boshll\u00ebk t\u00eb madh q\u00eb d\u00ebmton t\u00eb gjith\u00eb sistemin e marr\u00ebdh\u00ebnieve t\u00eb pun\u00ebs dhe minon mund\u00ebsit\u00eb p\u00ebr zhvillim ekonomik dhe social.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Nj\u00eb Mekaniz\u00ebm i Dob\u00ebt dhe P\u00ebrfaq\u00ebsimi i Pabarabart\u00eb<\/span><\/b><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">Ligji p\u00ebr KES ekziston dhe mekanizmi \u00ebsht\u00eb nd\u00ebrtuar, por p\u00ebr m\u00eb shum\u00eb se nj\u00eb dekad\u00eb ai nuk ka arritur t\u00eb p\u00ebrmbush\u00eb pritshm\u00ebrit\u00eb e vendosura. KES \u00ebsht\u00eb krijuar si nj\u00eb platform\u00eb ku qeveria, sindikatat dhe bizneset mund t\u00eb diskutojn\u00eb dhe miratojn\u00eb politika q\u00eb ndihmojn\u00eb zhvillimin e tregut t\u00eb pun\u00ebs. Aktualisht, p\u00ebrfaq\u00ebsimi sindikal n\u00eb Kosov\u00eb \u00ebsht\u00eb 95% nga sektori publik, nd\u00ebrsa sektori privat \u2013 q\u00eb p\u00ebrfaq\u00ebson pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb fuqis\u00eb pun\u00ebtore dhe p\u00ebrballet me sfida shum\u00eb m\u00eb t\u00eb m\u00ebdha, si oraret e zgjatura, mungesa e kontratave dhe kushtet e v\u00ebshtira t\u00eb pun\u00ebs \u2013 mbetet pothuajse t\u00ebr\u00ebsisht i pap\u00ebrfaq\u00ebsuar.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">Kjo do t\u00eb thot\u00eb q\u00eb z\u00ebri i shumic\u00ebs s\u00eb pun\u00ebtor\u00ebve n\u00eb Kosov\u00eb nuk d\u00ebgjohet, dhe sfidat e tyre mbeten pa adresuar. Nd\u00ebrkoh\u00eb, sektori publik ka nj\u00eb p\u00ebrfaq\u00ebsim t\u00eb plot\u00eb n\u00eb KES dhe shpesh nuk ka interes t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr t\u00eb trajtuar problemet e sektorit privat. Duke mos u p\u00ebrballur me k\u00ebrkesa t\u00eb organizuara dhe t\u00eb mir\u00ebartikuluara nga sindikatat, ato kan\u00eb shmangur \u00e7do presion p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar kushtet e pun\u00ebs. Konkurrenca p\u00ebr fuqin\u00eb pun\u00ebtore po rritet dhe bizneset tani duhet t\u00eb mendojn\u00eb p\u00ebr m\u00ebnyra p\u00ebr t\u00eb mbajtur pun\u00ebtor\u00ebt e aft\u00eb dhe t\u00eb kualifikuar. Ai \u00ebsht\u00eb nj\u00eb instrument i domosdosh\u00ebm p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb treg pune t\u00eb drejt\u00eb dhe nj\u00eb shoq\u00ebri m\u00eb t\u00eb q\u00ebndrueshme. Dialogu me pun\u00ebtor\u00ebt nuk duhet t\u00eb shihet si nj\u00eb p\u00ebrballje, por si nj\u00eb mund\u00ebsi p\u00ebr t\u00eb krijuar marr\u00ebdh\u00ebnie t\u00eb q\u00ebndrueshme dhe p\u00ebr t\u00eb ruajtur fuqin\u00eb pun\u00ebtore.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">Qeveria, nga ana e saj, duhet t\u00eb marr\u00eb nj\u00eb rol m\u00eb aktiv n\u00eb mb\u00ebshtetjen e dialogut social. Duke nd\u00ebrtuar k\u00ebt\u00eb dialog n\u00eb t\u00eb gjitha nivelet, mund t\u00eb sigurojm\u00eb nj\u00eb t\u00eb ardhme m\u00eb t\u00eb mir\u00eb p\u00ebr pun\u00ebtor\u00ebt, nj\u00eb ekonomi m\u00eb konkurruese dhe nj\u00eb shoq\u00ebri m\u00eb t\u00eb drejt\u00eb p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt e Kosov\u00ebs.
